Charter & Rules

CHARTER OF THE “TASHKENT INTERNATIONAL MATHEMATICS OLYMPIAD” WHICH WILL BE HELD JOINTLY WITH NORDIC INTERNATIONAL UNIVERSITY AND THE NON-GOVERNMENTAL EDUCATIONAL INSTITUTION “IDC”.

1. This Regulation establishes the procedure for conducting regional qualifying, republican, and international stages (three stages) of the Tashkent International Mathematics Olympiad (Tashkent International Mathematical Olympiad, hereinafter TIMO - Olympiad) in mathematics among students of secondary general education organizations, academic lyceums, and vocational schools.

2. This Charter uses the following core concepts:

Olympiad – an Olympiad systematically organized annually by Nordic International University for General Education Subjects, "IDC" with the support of the Ministry of Preschool and School Education of the Republic of Uzbekistan (hereinafter – the Ministry), international organizations, and foreign schools;

online Olympiad – an Olympiad that assesses students' knowledge online through information technology, such as computers, tablets, and phones.

olympiad calendar – schedule of the olympiad in mathematics planned to be held during the academic year;

olympiad winners – students who have won the top three positions at the national level and earned gold, silver, and bronze medals at the international level;

information system – website of Nordic International University for organizing and holding the Olympiad.

3. The Olympiad will be conducted with a solid commitment to fairness, openness, and transparency, following a standardized scientific and methodological approach.

4. Preparation of test assignments and written and practical work (hereinafter - test materials) for the Olympiad is coordinated by the "IDC" private education center, and organizational activities related to the Olympiad are coordinated by Nordic International University.

5. As this Olympiad is being organized as an initiative, it will be held according to the Ministry's guidelines, and a formal request will be submitted to have it included in the Olympiad calendar.

6. The materials utilized in the Olympiad are designed to evaluate students' proficiency in both standard and non-standard issues and their skills and competencies in practical assignments.

7. Students willingly engage in Olympiads based on their preferences.

Chapter I. The main goal and objectives of the Olympiad

8. According to the Decree of the President of the Republic of Uzbekistan dated September 11, 2023, No. PD–158 “On the strategy “Uzbekistan – 2030” and the resolution of the President of the Republic of Uzbekistan dated May 7, 2020 No. PR-4708 “On measures to improve the quality of education and the development of scientific research in the field of mathematics" ensuring the performance of tasks set in the Olympiad;

9. The primary objective of the International Olympiad is to enhance students' creative abilities, foster their enthusiasm for research activities, nurture gifted youngsters, and provide favorable conditions for their intellectual growth.

10. To identify and encourage students in educational organizations who possess a strong aptitude for mathematics, a genuine interest in the subject, and an eagerness to explore their critical thinking and creative skills;

11. Students who succeeded in the second and third stages of the Olympiad (for grades 10-11) and got the highest scores are granted admission to Nordic International University (hereinafter - University), deepening the mathematical knowledge of gifted students of younger age through systematic distance education in cooperation with the University and the "IDC" non-state educational center, orienting lower grade students to science from a young age;

12. Assist with the enhancement of students' knowledge and skills in STEAM subjects, aligning with the standards of the International Advanced Levels programs;

13. Implement propaganda campaigns targeting young individuals with the slogans "Where there is a will, there is a way" and "Knowledge glorifies man" to promote mathematical science broadly among students. Additionally, share the winners' achievements with the general public.

Chapter II. Procedure for conducting the Olympiad

14. Students of general secondary educational institutions, academic lyceums and vocational schools, educational institutions affiliated to the Presidential Educational Institutions Agency under the Ministry of Preschool and School Education, and all 3-11th grade students of non-governmental educational organizations can participate in the Olympiad.

15. Stages of the Olympiad (three stages):

The 1st stage (throughout the Republic of Karakalpakstan, the city of Tashkent, and the regions) is organized online through a special platform every year on the last Saturday and Sunday of January, covering all students in grades 3-11 of the republic (9 grades in total);

The 2nd stage in February-March of the current year, the 2nd stage of the olympiad will be held in online/offline format among students who have scored the highest points in each region (by grade categories) according to the decision of the Olympiad Committee, as well as among students studying abroad.

The 3rd stage will take place offline in May in Tashkent. In this case, the right to direct participation will be given to students (if the scores are equal, the first student to send the correct answer will be the winner) from each region who achieved the highest scores at the second stage of the Olympiad and students who took honorable places at international Olympiads (IMO, Zhautykov). Students from 5 foreign countries who took part in the second stage and achieved the highest results will also participate in the final stage offline.

16. Criteria for assessing the results of the Olympiad: In the first stage of the Olympiad (online), 20 tests and 70 minutes are allotted. Evaluation of test results: 5*3.1=15.5; 5*4.2=21; 5*5.3=26.5; 5*7.4=37. The test results are scored online for a total of 100 points. In the second stage of the Olympiad, 15 open tests and 5 written questions (online) will be taken. The allotted time is 70 minutes. Evaluation of test results: 5*3.1=15.5; 5*4.2=21; 5*5.3=26.5; 5*7.4=37. The test results are scored online for a total of 100 points. The third stage will be offline in the Nordic International University University building. This stage is carried out in two groups: The first group involves students in grades 3-9, who are offered a total of 20 tests, i.e., 15 open and 5 closed tests. The difficulty level of the questions is divided into 4 levels, and each correct answer is scored as follows: 5*3.1=15.5; 5*4.2=21; 5*5.3=26.5; 5*7.4=37. Based on the test results, the maximum score is 100 points. Participants in this group will get one gold medal (for first place), one silver medal (for second place), and one bronze medal (for third place) in each class category. If participants’ results are equal, they will both get appropriate incentives. The second group is intended for students in grades 10 and 11 and lasts 2 days. On the first day, 4.5 hours will be allocated for 3 tasks and a maximum of 21 points. On Day 2, 3 questions will be allocated for a total of 4.5 hours and will carry a maximum of 21 marks. Then, the maximum score is 42 points. For the second group, the lower limit of gold, silver, and bronze medals is determined by the commission. Anyone who scores above this threshold will be awarded a medal.

§ 1. Organizing Committee

17. To organize the Olympiad, an organizing committee consisting of employees of Nordic International University and the private education center "IDC" (hereinafter - the organizing committee) will be formed.

18. The following are the tasks of the Organizing Committee:

determining and confirming the venue of the Olympiad;

formation of the list of members of the jury, members of the appeal commission, and auditorium managers;

ensuring the confidentiality of the test materials of the Olympiad, the conduct of the Olympiad based on the requirements of this Charter;

coordinating media coverage of the organization, conduct, and outcomes of the Olympiad coordinating the input of information on all participants of the Olympiad into the information system.

19. The Ministry of Preschool and School Education of the Republic of Uzbekistan, the Ministry of Higher Education, Science and Innovation, representatives of international organizations operating in Uzbekistan, and professors of foreign HEIs may be included in the Organizing Committee.

§ 2. Jury

20. At all stages of the Olympiad, the organizing committee will form a jury of 3 to 5 people.

21. Jury:

- examines the test materials provided during the Olympiad;

- conducts an unbiased examination, evaluation, and determination of the winners of the work submitted by the Olympiad participants following the established assessment criteria;

- announces the results on the day of the Olympiad;

- decides on the results of the Olympiad and presents them to the organizing committee.

22. Judging panel comprising of qualified international experts and local specialists approved by the Organizing Committee will be involved in the jury. Jury members elect the chairman of the jury through open voting.

23. Jury members are personally responsible for objectively determining the winners of the Olympiad and ensuring the confidentiality of test materials.

3-§. Auditorium manager and supervisors

24. In organizing the third stage of the Olympiad (offline), the Auditorium manager and supervisors are appointed by the Organizing Committee.

25. Auditorium manager:

briefly explains the Olympiad procedures to the participants;

announces the start and end time of the Olympiad and monitors the Olympiad process;

students who do not follow the established procedures during the Olympiad will be excluded from the Olympiad by drawing up a document;

encrypts the work performed by the participants and submits it to the jury for verification;

compiles an encrypted list of works examined by the jury and presents it to the Organizing Committee

26. Auditorium supervisors maintain order in the auditorium where the Olympiad is taking place and assist the Auditorium manager in carrying out their assigned responsibilities.

27. The auditoriums where the Olympiad will be held will be equipped with video surveillance cameras. Telephones and other means of communication are prohibited in the auditorium. It is allowed to use a divider and a ruler.

Representatives of the media are permitted to observe the Olympiad without causing disturbance.

28. Participants are prohibited from speaking to one another, using communication tools, or utilizing various additional resources during the Olympiad. In such situations, the participant will be expelled from the Olympiad, and his work will not be checked and evaluated.

§ 4. Appeal Commission

29. The appeal commission comprises up to three mathematics experts who are not jury members.

30. The appeal commission will accept the applications of Olympiad participants on the same day as the results of the Olympiad are announced.

31. Applications for the appeal will be accepted the same day after the announcement of the result of the review of the work performed by the Olympiad participants only.

32. The appeal commission has the authority to cancel or change the jury's decision if the performance of the participant evaluated by the jury fails to meet the assessment standards.

33. The appeal commission may change the results of the Olympiad by commenting on the results of the appeal to the jury, and the jury's decision will be reconfirmed.

To ensure their enrollment, announcements are made to the general public in January through different forms of media, including television and periodicals.

35. The final stage of the Olympiad will be held at Nordic International University in the first week of May.

Chapter III. Financing the organization of the Olympiad

36. A Special Fund (hereinafter - the Fund) will be formed at the expense of the funds of Nordic International University, the IDC Center, international organizations, and other voluntary sponsors to cover the expenses related to the organization of the Olympiad.

37. During the third stage of the Olympiad, the Fund will cover the participants' daily living expenses, transportation, and visa expenses. The Fund will also cover the daily living and transportation expenses for the jury members and members of the appeal commission involved in the business trip.

38. According to the agreement, jury members and members of the appeal commission who participated in the Olympiad receive one-time payments.

Chapter IV. Rewarding Olympiad winners

39. In the third stage of the main Olympiad, the first group of students (in the 3rd-9th grade section) and their supervisors will be awarded the following cash prizes:

1st place participant: 20 times the amount of cost basis

2nd place participant: 16 times the amount of cost basis

3rd place participant: 12 times the amount of cost basis

40. For the second group, the Commission determines the lower limit of gold, silver, and bronze medals. Anyone who scores above this threshold will be awarded a medal. The winners of the second group (grades 10-11) will be awarded a total of 15,000 US dollars (187,500,000 sums).

41. Students who receive gold, silver, and bronze medals in the third stage of the Olympiad will receive electronic certificates. These certificates allow them to apply to Nordic International University with a full scholarship. The certificates are valid for three years. Additionally, a separate electronic register will be kept.

Chapter V. Final Provisions

42. Concerning student health matters, the Ministry of Health supervises the Olympiad venue's compliance with sanitary standards, rules, and hygiene regulations.

43. Persons guilty of violating the requirements of this Charter shall be held accountable following the procedure established by legislation.

Olimpiada 2025-yilning 18-21 may kunlari bo‘lib o‘tadi.

Olimpiadaning rasmiy ochilishi 18-may, yakshanba kuni soat 8:00 dan 9:00 gacha Xalqaro Nordik universitetida (Sebzor, 22-a uy) bo‘lib o‘tadi.

Final bosqich ikki guruhda o‘tkaziladi. Birinchi guruhda - 3-9-sinflar o‘quvchilari ishtirok etadilar. Bellashuv 18-may kuni soat 8:30 dan boshlanadi va 120 daqiqa davom etadi.

Ikkinchi guruhda 10-11-sinflar o‘quvchilari ishtirok etadilar. Bellashuv 2 kun davom etadi, ya’ni 18-19-may kunlari 8:30 da boshlab 4,5 soatdan davom etadi.

18-19-may kunlari o‘quvchilarning bo‘sh vaqtlarini samarali tashkil etish maqsadida Toshkent shahrining diqqatga sazovor joylariga sayohat uyushtiriladi.

20-may kuni appelyatsiya jarayonlari o‘tkaziladi va jamoa liderlari jalb qilinadi. Shuningdek, olimpiada ishtirokchilari Green Hills Resort tog‘ kurorti maskanida ko‘ngilochar tadbirga taklif qilinadi.

Olimpiadaning Yopilish, ya’ni taqdirlash marosimi 21-may, chorshanba kuni, soat 10:00 dan 13:00 gacha Toshkent shahar Yoshlar ijod saroyida bo‘lib o‘tadi.

Xorijiy ishtirokchilarni ro‘yxatga olish

O‘zbekiston Respublikasidan qatnashuvchilar 1-bosqich avvalida onlayn ro‘yxatdan o‘tkazilgan. Olimpiada qo‘mitasi tomonidan o‘quvchilar natijalari asosida final bosqich ishtirokchilari ro‘yxati shakllantirilgan.

Xorijiy ishtirokchilari uchun olimpiadaning 1-bosqichi 23-24-mart kunlari o‘tkazildi va olimpiadaning rasmiy saytida final bosqichiga yo‘llanma olgan o‘quvchilar ro‘yxati e’lon qilindi.

Final bosqichiga tavsiya etilgan barcha xorijiy ishtirokchilarning elektron pochtasiga taklif xatlari yuborildi.

Final bosqichiga tavsiya etilgan xorijiy ishtirokchilarning 18-21-may kunlari bo‘lib o‘tadigan olimpiadada qatnashishlarini tasdiqlash bo‘yicha javob xatlari 30-aprel kuniga qadar qabul qilinadi.

Olimpiada qo‘mitasining tavsiyasiga muvofiq, nufuzli xalqaro olimpiadada ishtirok etib kelayotgan terma jamoalar va sovrindorlarni ro‘yxatga olish 30-aprelga qadar davom etadi.

Eslatma: Olimpiada bellashuviga ishtirokchilar faqatgina olimpiada qo‘mitasi tomonidan shakllantirilgan ro‘yxat asosida kiritiladi.


ISHCHI TILLAR VA TARJIMA

Olimpiada qo‘mitasining ish tillari o‘zbek va ingliz tillaridir.

Barcha chiqishlar ushbu tillarda amalga oshiriladi.

Rasmiy ochilish marosimi jarayonlari ingliz tiliga ketma-ketlikda tarjima qilib boriladi.


MEHMONXONA
